A challenge to South African Scouts

This is a code I invented for this page. Be warned: it's difficult, and I'm not giving you many clues except that you'll have to know a bit about numbers... and, even when you've solved the first step you'll find that it's not quite as simple as you thought...

The first South African Scout to solve this code can claim a Music CD voucher from me. Send the answers to Ian Webb by email.

Scouters and scouts from other countries may also try to solve this code, and if you crack it you can win five Scout badges from South Africa and around the world, and your name will be listed on this page. If you're not a Scout I'll list your name but I'm afraid there's no prize :)
