The Scouter Welcome Starter Pack is designed for new adult leaders who have
been introduced into the South African Scout Association, Western
Cape Province. The entire Scouter Welcome Starter Pack

District Commissioners and Group Scouters are encouraged to ensure
that candidates have completed the relevant section on the course
